Act 135 Conservatorships – A Discussion of the Balancing of Equities

Natalie Klyashtorny is the course planner and moderator for the Philadelphia Bar Association Bench-Bar & Annual Conference CLE “Act 135 Conservatorships – A Discussion of the Balancing of Equities,” which takes place on Friday, September 20th, at 9:00 a.m.

The session’s panelists include the Honorable Ann Butchart, the trial court judge on the Philadelphia County Court of Common Pleas who oversees these conservatorship actions in Philadelphia, Philadelphia District Councilman Jeffery Young, Jr., who has recently introduced legislation to limit the ability of petitioners to obtain relief under Act 135, and fellow attorney Michael McIlhinney, Esquire of Orphanides & Toner. The panel’s description is as follows:

Act 135 was promulgated by the state legislature to revitalize blighted and delapitated properties. However, there has been recent controversy regarding whether Act 135 conservatorship actions have a disparate impact on underprivileged communities.

This course will be a discussion between the stakeholders, including members of City Council, attorneys who litigate in this area, and The Honorable Ann Butchart, who presides over all Act 135 actions in the Court of Common Pleas of Philadelphia County, regarding the equities of conservatorship actions and their impact on our communities.
